Job Purpose
Manage / oversee new syngas supply site tenant detailed design and construction interfaces as well as select OXEA Project KISS construction activities. Project KISS is OXEA’s major undertaking to add 3rd party syngas supply and to expand OXEA’s production units at Bay City, critical to the selective growth of OXEA Bay City and OXEA globally. This is a key role to ensure the safe, timely, and cost-effective execution of Project KISS interface and construction activities as they primarily relate to the successful integration of the new site tenant’s syngas unit into OXEA’s Bay City site infrastructure. The primary function of the role is to oversee / coordinate the detailed engineering and construction interface with the new syngas supply tenant from Detailed Design through Start-Up scheduled to be complete mid / late 2028.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, and HSE standards.
Main Tasks and Responsibilities
- Serve as primary interface between OXEA and the new site tenant for detailed design and construction related matters.
- Create and maintain means for effective communication between OXEA and the new site tenant.
- Identify, manage, and resolve detailed design and construction interface issues and concerns.
- Ensure site tenant’s detailed design and construction complies with the contractual requirements.
- Identify and flag potential changes or claims early. Actively support the evaluation and resolution of claims.
- Support new site tenant as needed in identifying and capturing opportunities that improve construction execution.
- Oversee and analyse construction progress and as it relates to the overall project schedule.
- Flag any engineering related issues for resolution by the OXEA or tenant project teams.
- Keep OXEA site and project management informed of on-going construction activities, issues, and concerns.
- Ensure that tenant and its engineering / construction subcontractors are aware of and adhere to applicable site safety and environmental requirements.
- Serve as back-up / support for OXEA Senior Project Director.

- Internal: OXEA Project Team, OXEA Bay City Site Management, OXEA Bay City Site Engineering and HSE Teams
- External: Tenant Project / Construction Team, Various Engineering / Construction Contractors
Notable Working Conditions:
- Mix between office environment and outside, in process unit, work with standard PPE.
Education Requirements
- Technical Degree, minimum BS, in construction management or engineering field, civil or mechanical preferred.
Language Requirements
- English, desirable German and / or Spanish
Background and Experience
- Minimum 5+ Years experience in Chemical / Petrochemical industry.
- Experience in major project (>$25MM) project engineering and / or construction management.
- Previous construction oversight of major projects (>$25MM TIC) in Chemical / Petrochemical industry is desirable.
- Experience interfacing with 3rd parties, incl. construction contractors.
- Familiarity with OXEA and syngas production processes.
- Background in project controls would be a plus.
- History of interfacing with plant operations, construction, and diverse project teams.
