Job Purpose:
The HSE Specialist - Air & Water focus is an experienced environmental professional responsible for independently managing day-to-day air compliance activities at the OXEA Bay City Chemical Facility. This role ensures compliance with air permits and regulations, supports emissions monitoring programs, and partners with operations and engineering to help reduce air/water emissions risks.
- Main Tasks and Responsibilities
- Independently manage compliance with TCEQ and EPA air/water permits
- Track operating limits, deviations, and corrective actions
- Support NSR, Title V, and TPDES applicable federal air/water program
- Oversee LDAR programs and coordinate contractor support.
- Manage stack testing, emissions monitoring, and control device inspections
- Evaluate process changes for air impact and support MOC reviews
- Prepare and submit air/water compliance reports
- Support regulatory inspections and audits
- Communicate air/water compliance requirements to site personnel
- Train and mentor other HSE personnel
- Identify opportunities to improve compliance efficiency and emissions performance
- Other Tasks as Identified
Key Interactions:
- Internal: All departments including HSE, Operations, Maintenance, Lab, and Technical
- External: Regulatory agencies including the EPA and TCEQ, outside consultants and contractors
Notable Working Conditions: Mixture of sitting and standing in office environment, basic field duties including climbing towers and vessels, field requirements including sampling and routine inspections of air and water systems.
Education requirements: High School Diploma/GED
Language requirements: English
Minimum Requirements:
- Bachelor degree in Environmental Science, engineering, Chemistry, or related field or ten (10+) years HSE experience in lieu of degree.
- Five (5+) years of air compliance experience in chemical, petrochemical, or industrial manufacturing required.
- Working knowledge of TCEQ and EPA air regulation.
- Experience managing LDAR and air monitoring programs

- Must be a self-motivated, hard-working team player who pays attention to details
- Strong organizational and communication skills are essential
- Ability to provide leadership in adverse and complex situations
