Job Purpose
This position is responsible for executing the Process Safety Management programs for OXEA’s Bay City and Bishop Plants. This position ensures the sites comply with the OSHA Process Safety Management and the EPA Risk Management Program standards This position leads or assists PHAs and HAZOPs, acts as the MOC/MOOC program administrator and conducts the process safety review for all appropriations requests. This position is also qualified to be a lead investigator for all levels of investigations. This position reports to the Process Safety Lead.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, and HSE standards.
Main Tasks and Responsibilities
- Facilitate PSRs and PHAs on new installations and modifications to existing operations. Review and track PHAs action items.
- Execute Process Safety Management related programs as required, including incident investigations.
- Administer the MOC/MOOC process, including software programs. Review and track MOC/MOOC action items
- Review all appropriation requests and identify process safety requirements.
- SME for process safety methodologies, including LOPA. SIL, RA/RM.
- Support process safety improvement initiatives.
- SME for the Process Safety Management and Risk Management Programs, ensuring the sites comply with regulations as well as industry best practices around PSM & RMP, including PHA.
- Lead / Facilitate audits of all process safety system components
- Perform other duties as assigned.

- External: Site tenants, 3rd part contractors and vendors

- Mixture of office and chemical plant as necessary.
Education Requirements
- Bachelor’s degree in Engineering or related Discipline preferred
Language Requirements
- English
Background and Experience
- Five years experience in Process Safety Management is required in manufacturing, refining or chemical industries..
- In-depth knowledge of process safety standards and regulations (eg: OSHA PSM, EPA RMP, NFPA, API etc)
- Experience conducting PHA and risk assessments, using techniques shuch as HAZOP, LOPA.
- Strong understanding of chemical processes, equipment and Operations
- Sound understanding of Risk Management programs.
Competencies and Skills
- Familiarity with LOPA, fault tree analysis and the other methodologies listed above.
- Effective oral and written communications skills.
- History of positive results.
