Job Purpose
Develops, coordinates, and governs standardized technical training, qualification, and competency programs across Production, Maintenance, and Laboratory to ensure employees possess the knowledge, skills, and competencies necessary to perform work safely, reliably, and effectively. Provides centralized oversight of training programs and partners with Department Leaders, Area Production Trainers, and subject matter experts to identify and address current and emerging training needs.
The Training Coordinator Lead establishes and maintains consistent training, qualification, recertification, and documentation processes across the organization. This position supports onboarding and progression, the development and control of Standard Operating Procedures (SOPs), training requirements resulting from Management of Change (MOC), regulatory and compliance requirements, annual procedure review verification and validation, and continuous improvement of training programs while providing governance, coordination, and performance oversight across all departments.
Essential Duties and Responsibilities:
- Develops, implements, and continuously improves standardized training, qualification, and competency programs across Production, Maintenance, and Laboratory in compliance with site, corporate, quality, and regulatory requirements.
- Manages, coaches, mentors, develops, and provides performance management for both Area Production Trainers, establishing priorities, training expectations, qualification standards, performance requirements, and development objectives while ensuring consistent training practices across Production areas.
- Serves as the site training program owner, establishing and maintaining governance, standards, processes, documentation requirements, qualification methods, and performance expectations across Production, Maintenance, and Laboratory.
- Maintains and governs site policies, standards, and programs applicable to Operations, including Conduct of Operations, the Operations Training Strategy, training and qualification requirements, and other cross-functional operational policies, ensuring they remain current, consistently implemented, and aligned with company and regulatory requirements.
- Develops and maintains the site training strategy, annual training plans, competency requirements, and priorities in alignment with business, operational, safety, compliance, and workforce development needs.
- Partners with Department Leadership and Human Resources to develop and implement workforce development, career progression, and competency development programs that support employee growth, succession planning, and organizational capability.
- Coordinates and oversees departmental training activities and provides functional direction to Department/Area Trainers and subject matter experts, establishing consistent training delivery, qualification practices, competency expectations, and program execution across Production, Maintenance, and Laboratory.
- Conducts training needs assessments and task analyses and coordinates development of competency-based training programs, curricula, lesson plans, OJT guidelines, job aids, assessments, tests, and other instructional resources.
- Provides governance and oversight of employee onboarding, qualification, progression, certification, recertification, and recurring training requirements.
- Establishes and monitors qualification and competency requirements to ensure personnel remain qualified for assigned roles and responsibilities.
- Reviews Management of Change (MOC) activities to identify training impacts and coordinates required training associated with approved changes.
- Leads the review, revision, approval, publication, distribution, and control of training-related procedures, manuals, and documentation in accordance with established requirements.
- Coordinates annual procedure review, verification, and validation activities to ensure procedures, training materials, and qualification requirements remain current and aligned with operating practices.
- Creates and manages SharePoint workflows and other systems supporting training assignments, document reviews, qualification tracking, training compliance, and competency management.
- Maintains accurate training, qualification, certification, and competency records and provides training metrics, reporting, dashboards, and compliance status to leadership.
- Establishes and monitors training performance indicators to evaluate completion, qualification status, recurring training, program effectiveness, and departmental compliance.
- Conducts training effectiveness, job performance, field, and qualification audits across Production, Maintenance, and Laboratory to identify gaps and opportunities for improvement.
- Evaluates training programs and assessment methods and implements improvements to training content, delivery methods, qualification processes, and competency verification.
- Supports internal and external audits by coordinating required training documentation, records, procedures, qualifications, and evidence of employee competency.
- Partners with HSE, Quality, Technical, Human Resources, and other functions to develop and implement cross-functional training programs and initiatives.
- Coordinates external training providers, technical resources, and subject matter experts as needed to support specialized training and competency requirements.
- Provides technical training, instructional support, and coaching as needed and provides backup support to Department/Area Trainers based on demonstrated qualifications and competency.
- Maintains appropriate technical and operational knowledge and required certifications necessary to support assigned training activities.
- Supports departmental activities and provides work area coverage within the scope of demonstrated qualifications and competency, as required.
- Performs other duties as assigned.
Key Interactions
- Internal: Operational Department Leadership, Area Production Trainers, Production, Maintenance, Laboratory, HSE, Technical, Engineering, Quality, Human Resources, and other site functions as required.
- External: Third-party contractors, training providers, vendors, and other external resources, as appropriate.
Working Conditions
- Normally works a 4-days-on/10-hours-per-day (4x10) schedule, with flexibility to adjust work hours as needed to support training, operational, audit, or regulatory requirements.
- Works in a combination of office, training, and chemical manufacturing plant environments.
- When working in operating areas, requires compliance with established Health, Safety, and Environmental (HSE) procedures and the use of required personal protective equipment (PPE).
- May be exposed to industrial conditions, including noise, temperature variations, chemicals, and process equipment hazards.
- Requires the ability to stand and walk for extended periods, navigate operating areas, and perform field observations, training, and audits.
- May be required to work extended hours or adjust work schedules to support training, operational, audit, or regulatory requirements.
- Must be able to lift and carry materials weighing up to 25 pounds.

Education Requirements
- High School Diploma or equivalent.
Minimum Qualifications
- High School Diploma or equivalent.
- Minimum of five (5) years of experience in manufacturing, maintenance, operations, laboratory, training, or a related industrial environment.
- Experience coordinating, administering, or supporting employee training, qualification, onboarding, or competency development programs.
- Working knowledge of training records management, learning documentation, and compliance-related training requirements.
- Proficiency with Microsoft Office applications, including Outlook, Word, Excel, and SharePoint.
- Strong organizational, communication, and interpersonal skills with the ability to coordinate training activities across multiple departments.
- Must possess a current, valid Texas driver's license.
Preferred Qualifications
- Associate or Bachelor's degree in Process Technology, Education, Training and Development, Industrial Technology, or a related field.
- Experience in the chemical, petrochemical, refining, or continuous process manufacturing industry.
- Experience developing and delivering technical training programs, On-the-Job Training (OJT), or competency-based training.
- Experience managing employee qualifications, certification, recertification, or progression programs.
- Knowledge of regulatory training requirements, document control processes, and learning management systems (LMS).
- Experience with document control, Standard Operating Procedures (SOPs), and Management of Change (MOC) processes.
- Experience supporting internal or external regulatory, quality, or management system audits.
- Experience developing and implementing competency-based technical training and assessment programs.
- Experience establishing training metrics, analyzing training effectiveness, and implementing continuous improvement initiatives.
