Job Purpose  

The Turnaround Coordinator is responsible for the strategic planning, coordination, and execution of site turnaround events to ensure work is completed safely, efficiently, on schedule, and within budget. This role leads the development of integrated turnaround plans, oversees execution activities, and partners closely with Production, Maintenance, Engineering, Reliability, Projects, Supply Chain, and contractors to deliver successful turnaround performance while minimizing operational risk.

 

The Turnaround Coordinator provides leadership throughout the entire turnaround lifecycle—from scope development and planning through execution, closeout, and lessons learned—driving continuous improvement, effective resource utilization, cost control, and adherence to company safety standards, turnaround work processes, and business objectives.

 

Essential Duties and Responsibilities 

  • Lead the planning, coordination, and execution of major plant turnaround events to achieve safety, quality, schedule, and cost objectives.
  • Develop integrated turnaround execution plans, schedules, milestones, and resource requirements in collaboration with Production, Maintenance, Engineering, Reliability, Projects, and contractors.
  • Facilitate turnaround scope development, work-list review, and challenge sessions to ensure work aligns with established turnaround criteria and business priorities.
  • Develop contracting, procurement, staffing, logistics, and site readiness strategies to support efficient turnaround execution.
  • Ensure planning deliverables, including job packages, materials, equipment, permits, contractor readiness, staffing, and pre-turnaround activities, are completed on schedule.
  • Maintain integrated turnaround and project schedules, monitor execution progress, and implement recovery plans when necessary to maintain schedule commitments.
  • Coordinate contractor activities, monitor productivity and workforce utilization, and address performance issues to achieve turnaround objectives.
  • Facilitate Turnaround Team and Turnaround Steering Team meetings, providing timely updates on schedule, cost, risks, and execution performance.
  • Facilitate turnaround readiness reviews and stage-gate assessments to verify planning completeness, resource availability, risk mitigation actions, and execution preparedness prior to event commencement.
  • Coordinate development and monitoring of turnaround key performance indicators (KPIs) throughout planning and execution to drive accountability and continuous improvement.
  • Lead management of turnaround scope changes through established governance processes, ensuring impacts to safety, cost, schedule, and resources are evaluated, documented, and communicated.
  • Coordinate pre-turnaround equipment isolation, lockout/tagout (LOTO), permitting, and operational readiness activities with Production and Maintenance to support safe execution.
  • Support identification, prioritization, and integration of capital projects, reliability improvements, regulatory requirements, and maintenance activities into turnaround scope plans.
  • Develop and maintain turnaround risk registers, critical path analyses, contingency plans, and mitigation strategies to proactively address operational, safety, cost, and schedule risks.
  • Coordinate turnaround logistics, including temporary facilities, laydown areas, material staging, site access controls, security requirements, and contractor support services.
  • Facilitate daily execution meetings during turnaround events to review safety performance, work progress, schedule adherence, critical issues, and recovery actions.
  • Support development of turnaround budgets, appropriation requests, and cost forecasts; monitor expenditures and cost performance; and support financial reconciliation and closeout activities.
  • Ensure turnaround documentation, reporting, records, look-back reviews, and lessons learned are completed accurately and used to identify opportunities for continuous improvement.
  • Benchmark turnaround practices against industry standards and internal best practices and support continuous improvement of turnaround work processes and standard work.
  • Support development of long range turnaround strategies, outage frequency optimization, and lifecycle maintenance planning to improve asset reliability and operational performance.
  • Provide leadership, coaching, and direction to turnaround team members, remove barriers, and foster collaboration, accountability, and continuous improvement.
  • Serve as the primary liaison between Production, Maintenance, Engineering, Reliability, Technical Services, contractors, and business leadership regarding turnaround planning and execution.
  • Promote a strong safety culture through active participation in safety meetings, field observations, contractor engagement, audits, and visible leadership in the field.
  • Ensure compliance with company policies, turnaround work processes, environmental regulations, security requirements, and health and safety standards throughout all phases of turnaround execution.
  • Perform other job-related duties and responsibilities as assigned.

Working Conditions

  • Work is performed in both office and chemical manufacturing plant environments.
  • Regular field presence is required to support turnaround planning, execution oversight, contractor coordination, and site leadership activities.
  • Frequent exposure to operating units, construction areas, and industrial equipment while adhering to all applicable safety requirements.
  • Must be able to wear required personal protective equipment (PPE) and safely access operating areas, including climbing stairs, elevated platforms, and navigating uneven terrain as required.
  • Position may require extended work hours, weekends, holidays, and flexible scheduling during turnaround planning and execution.
  • Occasional travel may be required to support business needs, training, or benchmarking activities.

 

Education Requirements

  • High School Diploma or equivalent required.

 

Minimum Qualifications

Required

  • High School Diploma or equivalent required.
  • Ten (10) years of experience in a chemical manufacturing, refinery, or related industrial environment.
  • Five (5) years of turnaround management, project management, maintenance leadership, or related experience supporting major outages.
  • Must possess a current, valid Texas driver’s license.
  • Demonstrated experience planning and executing large-scale maintenance turnarounds or capital outage events.
  • Demonstrated commitment to process safety, personal safety, and environmental stewardship.
  • Experience developing and managing turnaround schedules, budgets, contractor resources, and execution plans.
  • Working knowledge of SAP or related software.
  • Proficiency with Microsoft Office applications, including Outlook, Word, and Excel.
  • Strong understanding of turnaround planning, work management, contractor coordination, and execution best practices.
  • Demonstrated experience managing contractor organizations, field execution activities, and contractor performance during major outage events.
  • Demonstrated ability to communicate effectively and build collaborative working relationships while working crossfunctionally across multiple departments.

 

Preferred Qualifications

  • Bachelor’s degree in engineering, Construction Management, Project Management, or a related technical discipline.
  • Ten (10) or more years of turnaround leadership or project management experience.
  • Leadership or supervisory experience directing cross-functional or turnaround teams.
  • Experience utilizing Primavera P6, Microsoft Project, or equivalent planning and scheduling software.
  • Experience managing large turnaround budgets and contractor organizations.
  • Professional certifications related to project management, turnaround management, maintenance, or reliability.

  • Skilled at building collaborative relationships across Production, Maintenance, Engineering, Reliability, Projects, Supply Chain, HSE, and other functional teams while driving accountability for results.
  • Demonstrated ability to manage contractors and third-party service providers, establish performance expectations, monitor productivity and execution, and address performance issues.
  • Ability to interpret engineering drawings, work packages, job plans, schedules, specifications, procedures, and other technical documentation.
  • Strong understanding of work execution processes, including job readiness, permitting, isolation/LOTO, work sequencing, quality control, and turnover requirements.
  • Ability to identify schedule, resource, cost, and execution risks early; develop mitigation and recovery strategies; and maintain focus on critical-path activities.
  • Working knowledge of OSHA Process Safety Management (PSM) requirements, Management of Change (MOC) processes, and applicable safety, environmental, and regulatory requirements.
