Job Purpose:
Responsible for ensuring regulatory compliance with applicable health, safety, and environmental (HSE) policies, laws and regulations, plans, and permit conditions for the operating units. Ensure site environmental permits are maintained, accurate, and compliant. Environmental emphasis on the production units' compliance and their related continuous emissions monitoring systems (CEMS). Evaluate the effectiveness of the safety, industrial hygiene, and ergonomic programs. Oversee and maintain the site PSM program. Focus on improving and safeguarding employees' health and safety and ensuring the site programs meet the requirements of ISO standards.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, and HSE standards.
Main Tasks and Responsibilities:
- Interpret and apply health, safety, and environmental (HSE) permit conditions and regulations, implement programs, and coordinate with outside agencies regarding regulatory inspections, recordkeeping, and compliance issues for the sites according to company HSE policies and regulations permits.
- Perform the complex technical work necessary to ensure compliance with all applicable environmental regulations and testing performance specifications, review draft construction and operating permits, maintain in-depth knowledge of existing and proposed regulations, and prepare for new regulations and changes to existing regulations.
- Provide appropriate coaching and mentoring to ensure HSE expectations are met, improve and track key compliance metrics such as leading/lagging indicators and implement programs and work processes that achieve regulatory compliance and operational flexibility.
- Improve and maintain various established HSE management systems, including databases, documentation, training programs, and internal audit functions required to demonstrate compliance of site HSE systems.
- Support the Emergency Management team.
- Direct and review the work of consultants and work closely with operations and maintenance in supporting groups to manage changes in operating parameters, equipment, procedures, and practices.
- Provide regulatory interpretations and technical advice to site and upper management using effective communications techniques and recommend improvements in processes, management systems, procedures, and operating equipment to comply with HSE requirements.
- Participate in industry associations, peer groups, and other organizations to share and learn best practices, build relationships and promote the company's interests.
- Support and lead projects during turnarounds.
- Assist in site sustainability efforts that are in line with corporate expectations, including waste minimization, energy/carbon reduction, water reduction, and wastewater minimization—active participation in ISO audits and certifications.
- Participate in HSE review to ensure compliance with all general HSE requirements as well as chemical approval, hearing conservation, air pollution control, storm water management, RCRA, or other such permitting requirements
- Interaction with other company business and corporate functions to determine best practices and serve as the technical point of contact for combustion and combustion-related compliance questions to plant staff, including technical, environmental, and operations stakeholders.
- Respond to and investigate environmental compliance concerns findings or incidents and assist in finding solutions.
- Investigate accidents, injuries, or fire incidents to determine their causes and ensure RCA's are assigned and closed. Annually participate in Management review meetings.
- Additional tasks are necessary to support HSE compliance as required.
- Perform other duties as assigned.
Education requirements:
- Minimum of a BS degree is required. Chemical Engineering, Environmental Engineering or Safety Engineering preferred. Other engineering or technical degrees will be considered if there is evidence of direct experience with HSE regulatory compliance and/or combustion units.
Background and Experience:
- A minimum of 5 years air / combustion / safety engineering related experience in a chemical, refining, or related industrial setting
- Experience with various HSE services (process safety, job hazard analyses, personal protective equipment, OSHA regulations, ISO 14001, industrial hygiene monitoring and reporting, ergonomics, etc.) preferred. Expectation to become Certified Safety Professional or Certified Industrial Hygienist

- Computer experience required with proficiency in Microsoft Word, Excel, PowerPoint, and Aspen
- Advanced mathematical, science, and analytical abilities.
- Demonstrated ability to organize and motivate individual’s teams and interact cross-functionally with other work groups
- Demonstrated analytical, communication and negotiations skills
