Job Purpose

The Director, IT PMO leads the enterprise IT Project Management Office and is responsible for governance, portfolio oversight, delivery standards, and resource planning across strategic technology initiatives. This role partners with executive leadership, business stakeholders, and delivery teams to align investments to business priorities, improve execution discipline, and ensure programs and projects are delivered with quality, transparency, and measurable value.

 

Main Tasks and Responsibilities

  • Set the strategic direction, operating model, and roadmap for the IT PMO to support enterprise and technology objectives.
  • Establish and enforce project, program, and portfolio management standards, methodologies, templates, controls, and reporting practices.
  • Oversee the intake, prioritization, and governance of the IT project portfolio to ensure alignment with business strategy, capacity, risk tolerance, and budget.
  • Lead portfolio reviews, stage-gate processes, steering committees, and executive status reporting for major initiatives.
  • Drive consistent planning and execution across projects, including scope, schedule, financials, resource management, dependencies, risks, issues, and change control.
  • Partner with IT and business leaders to define delivery priorities, resolve escalations, and improve cross-functional decision-making.
  • Develop portfolio dashboards and KPIs that provide visibility into project health, benefits realization, resource demand, and delivery performance.
  • Build, lead, and coach PMO staff, project managers, program managers, and analysts; foster a culture of accountability, collaboration, and continuous improvement.
  • Support annual planning, investment governance, and financial oversight for the technology portfolio, including budget tracking and forecasting.
  • Assess and improve PMO maturity, tooling, governance, and operating rhythms to enhance organizational agility and delivery outcomes.
  • Ensure compliance with internal policies, audit requirements, cybersecurity standards, and applicable regulatory expectations for technology initiatives.
  • Partner with architecture, security, infrastructure, applications, data, and vendor teams to improve enterprise delivery coordination.

 

Required Skills & Qualifications

  • Bachelor’s degree in Information Technology, Business, Computer Science, Engineering, or a related field.
  • 10+ years of progressive experience in IT project/program/portfolio management, including leadership of a PMO or enterprise delivery function.
  • Demonstrated success leading complex, cross-functional technology portfolios in a mid-size or large organization.
  • Strong knowledge of project and portfolio management disciplines, governance frameworks, financial management, and resource planning.
  • Experience working with executive stakeholders and presenting portfolio status, risks, and recommendations to senior leadership.
  • Proficiency with PMO and collaboration tools such as Planview, Microsoft Project, Azure DevOps, Jira, ServiceNow, Smartsheet, or equivalent platforms.
  • Excellent communication, facilitation, negotiation, and stakeholder management skills.
  • Strong analytical skills with the ability to translate delivery data into actionable insights and decisions.

 

Preferred Qualifications

  • PMP, PgMP, PMI-ACP, SAFe, ITIL, or similar certifications.
  • Experience leading digital transformation, ERP, cloud, cybersecurity, infrastructure, or application modernization programs.
  • Experience building PMO capabilities, operating models, and governance in fast-changing environments.
  • Familiarity with Agile, Waterfall, and hybrid delivery approaches

  • Increased visibility into portfolio health, capacity, risks, and business value.
  • Stronger governance adoption, decision quality, and executive confidence in delivery reporting.
  • Improved resource utilization, prioritization effectiveness, and cross-functional coordination.
  • Demonstrable progress in PMO maturity, standardization, and benefits realization.

 

Reporting / Work Environment

  • This position reports to the CIO, and works closely with business leaders, finance, procurement, security, architecture, and operational teams.
  • The role manages PMO staff directly or indirectly and may operate in onsite, hybrid or remotely.
  • Preferably the role would be in Central or Eastern Time Zone USA with a preference in Houston TX.
  • Requires travel to both Europe and USA.
  • Must be able to work early hours with our European team members.
