Job purpose
The Rail Operations & Fleet Services Leader is our Subject Matter Expert responsible for the safe, compliant, and efficient management of the rail fleet supporting OXEA operations. This includes overall rail asset strategy and operational ownership from asset lifecycle, maintenance, compliance, fleet optimization and metrics, to vendor management and systems integration (SAP and rail applications). The role ensures business continuity across production and logistics operations while driving cost reduction, operational excellence, and strategic improvements through strong process orientation, analytics, and cross-functional leadership.
Rail Fleet Management
- Create and implement Rail fleet asset and vendor strategy to ensure business continuity and customer service levels for our supply network.
- Develop railcar fleet management (sizing and utilization) strategy to support business demand and cost strategies. This includes ownership relative to leasing, scrap vs repair, cycle times/turns, storage, etc.
- Create and lead the railcar maintenance and regulatory program ensuring compliance with FRA, AAR, DOT, CFR 49, and internal standards. Program will be proactively structured based on AAR guidelines relative to maintaining fleet availability, reducing recurring trends/failures, spare parts proposals, documentation, and governance record keeping, costs management and risk mitigation.
- Coordinate with internal partners (Procurement, Production, Site Logistics, Operations) to ensure fleet management activities are aligned with operational needs, service levels, contract terms and budgets.
- Ensure Safety external and internal requirements and procedures are followed during operations, incident responses, and maintenance/regulatory events.
- Lead incident response for rail events (NARs, leaks, derailments), conduct root-cause analyses, manage corrective actions, and coordinate with regulatory agencies and carriers.
Vendor & 3PL/4PL Management
- Define, manage and track (KPIs) accountability of 3PL/4PL providers for delegated fleet services.
- Oversee vendor contracts ranging from leases, storage, switching, site logistics to maintenance and testing.
- Review, code, validate, and approve invoices for rail maintenance, repairs, storage, and all fleet-related activity.
Process, Systems & Analytics
- Develop and support implementation of daily rail operations SOPs including tracking, tracing, expediting, diversion, maintenance to ensure overall rail shipment operational and financial success.
- Bring Continuous Improvement mindset to our processes, fleet utilization, costs, and vendor interactions.
- Serve as the in-house expert for rail technology including SAP transactions, 3P platforms and data integrations.
- Develop data analytics, dashboards, KPIs, and performance reports to drive improved operational decision-making and business insights.
- As Rail Subject Matter Expert, develop and implement training programs for staff to enhance their skills and knowledge in rail operations and maintenance. Keep current on legal changes, industry trends, technologies, and best practices to ensure Oxea remains aligned with industry expectations.
CAPEX & Infrastructure Projects
- Develop scope, justification, business case for infrastructure/CAPEX improvements (i.e., track upgrades, siding expansion, switching layout redesign, storage capacity enhancements).
- Project Management (PMO) implementation for agreed upon improvements.
Education requirements
- Bachelor’s degree in Transportation, Engineering, Logistics, Supply Chain, or related technical area.
- 5+ years of experience in rail operations, fleet management, chemical logistics, or equivalent industrial rail environment.
Background and experience
- Rail experience managing railcar fleets, external storage, switching operations, and rail performance optimization.
- Strong background in railcar mechanical systems, maintenance cycles, inspections, and regulatory compliance.
- Strong knowledge of lease structures, repair terms, warranty provisions, and vendor contract compliance.
- Proven success driving Continuous Improvement in logistics operations, cost, and service/maintenance reliability.
- Experience in supervising contractors and managing 3PL/4PL partners with defined service level agreements and KPIs.
- CAPEX project experience (rail infrastructure, track, switching, or facility improvements).
- Hands-on experience with SAP, rail management systems, analytics tools, and maintenance-management platforms.
Competencies and skills
- Strong communication and presentation skills across functions and levels of the organization
- Ability to drive multiple projects in parallel and balance strategic vs. operational tasks.
- Proficiency in using data tools for extracting, visualizing, and analysis; Power BI, Tableau, SQL
- Experience with ERP and adjacent tool such as SAP, Oracle, WIMS, etc.
- Continuous Improvement trainings(belts) and mindset
- Experience with supplemental tools such as MS Power Apps and Automate
Key Interactions
This role works closely within our Supply Chain team and cross functionally with Production, Site Logistics, Procurement, Finance, and IT to ensure rail reliability and business continuity. Externally, it collaborates with 4PL and 3PL partners such as our TMS, railroads, storage and switching providers, repair shops, and railcar lessors to manage service levels and fleet performance. The position also is primary interface with regulatory agencies (FRA/AAR/DOT) and must manage regulatory reporting, documentation governance, audit readiness and record detention.
